What is a PID and do any Cypress neighborhoods have one?

Short answer
A public improvement district (PID) is a special area where the city or county levies assessments on property owners to pay for improvements such as roads, water lines or landscaping, under Texas Local Government Code chapter 372. In our certified 2025 tax data, none of the 1,055 Cypress listings with a complete stack shows a PID line. A PID assessment can be billed separately from the ad valorem tax bill, so the seller's notice and the tax office record are the checks.
What is a PID and how is it different from a MUD?
A MUD is a political subdivision that levies an ad valorem property tax, shown as a rate per $100 of value on the tax bill, to repay bonds for water, sewer and drainage. A PID is created by a city or county, and it charges a special assessment on each property that benefits, often as a fixed annual amount and sometimes billed with the tax bill. A PID assessment can last for many years and can be paid off early in some cases. It is an obligation of the property, so it passes to the next owner. Because it is an assessment and not always a rate per $100, it may not appear in the rate stack that we compute, which is why the notice matters. A worked contrast: a $421,000 home in a MUD at $0.82 pays $3,452 a year in MUD tax, which appears on the tax bill and changes when the district sets a new rate. A PID assessment of, say, $900 a year would be a fixed charge on the property that does not scale with value. The dollar figure in that sentence is an illustration of the mechanism, not a Cypress number.
Do Cypress neighborhoods have PIDs, and how do I check?
Our tax stack flags PID lines when a taxing-unit code names a PID. Across the 1,055 Cypress listings with a complete stack, the count is zero. Across all Harris County parcels in our stack, 71 of 37,193 carry a PID flag, for example lines named Lamar Terrace PID 2, PID 175 and PID 223, none in Cypress. Zero in our data is not proof of absence, so use two checks. Ask the seller for the notice about obligations related to a public improvement district, which Texas Property Code section 5.014 requires to be given to a buyer when the property is in one, and search the HCAD account for any PID unit. Also read the MUD notice, which lists district taxes and debt. The buyer's notice is the main safeguard. If a PID applies, the seller's notice must state the assessment and the buyer must acknowledge it before signing, and the title company's commitment lists recorded assessments. If a PID assessment is not on the tax bill, it can still appear on a separate bill from the city or county or its administrator, so ask the seller for the last two bills of each kind.
